Optimising anti-epidemic measures is not meant to give up fighting the virus. From Monday, Hong Kong began to carry out the "0+3" quarantine arrangement for inbound travelers. This is a substantial adjustment in Hong Kong's anti-epidemic strategy made by the SAR Government in accordance with the new situation. In the past two days with the new rule in force, there is no remarkable increase in the number of arrivals, but the number of outbound travelers goes up noticeably. This is not hard to understand. Hong Kong citizens, trapped in the city rattled by the epidemic outbreak for nearly three years, are eager to make outbound tours for relaxation. So right after the government announced to ease quarantine on inbound travelers, many citizens were champing at the bit to pack up. Inquiries about flights to popular tourist places could be described as "red hot". On the other hand, it takes time for overseas people to digest Hong Kong's new measures and warm up. As time goes by, the number of inbound travelers will steadily go up and the local market of tourism become active to gradually benefit various sectors
Surely, it is out of careful consideration that Hong Kong does not at once carry out a "0+0" arrangement. Given local and overseas experiences, when anti-epidemic measures are eased, confirmed cases will increase. Therefore, the government must make careful assessment, with the focus on whether epidemic rebound could be controlled and whether our health care system could handle it. Only when it is certain that the answers to these two questions are positive, can there be room for further relaxation. In fact, there are still several thousand confirmed cases reported in Hong Kong everyday with multiple deaths, to which we must not turn a blind eye let alone destroy our defence against the virus by ourselves. Moreover, winter is approaching, a season normally for viruses to become active. Although generally speaking the coronavirus tends to become weaker and weaker, no one can say for sure whether it would mutate suddenly to produce a more lethal variant. Hence, it is a responsible move not to take the next step before observing the situation for some time.
Some people's violation of rules creates another uncertainty. For example, since introducing in the "Red/Amber Codes" scheme, more than 40 people have breached the Vaccine Pass' Red Code for failing to stay at the isolation locations. Deliberately spreading virus is an unlawful behaviour and violators should be made to pay their due prices so as to deter others from following suit. Moreover, each time when the government imposes compulsory testing, there are always some people who deliberately dodge it. Statistics show nearly 10 per cent of the people subject to the test did not comply with the requirement. This becomes a big loophole in Hong Kong's defence against the virus. What is more outrageous is that several medical doctors have been arrested successively on suspicion of issuing false Covid-19 jab exemption certificates. It is a shame for the medical profession. Such malpractice is not only suspected of taking someone's life for their money but also accused of making "soft antagonism" on the sly in collusion with the residual black-clad mobsters. As such, they should be punished suitably and no leniency be shown to them.
As John Lee pointed out, if we all proactively cooperate with the government's anti-epidemic measures, then our anti-epidemic road will be smooth. Otherwise, we will get half the result with twice the effort or even take a U-turn, and everyone will be afflicted. Fighting the virus is a common responsibility of all Hong Kong residents, so every person must devote their effort. The vast majority of Hong Kong citizens prove to be of high quality, which gives the government the confidence to keep moving toward resumption of normalcy. As long as we all keep it up, never slacken our effort and never "lie flat", the government will no doubt keep optimising epidemic control measures. Under the current circumstances, it is a practice in whole society's best interest to proceed the anti-epidemic battle steadily and surely and move every step carefully on the way to resume normalcy.
In about three months after taking office, the new-term government keeps moving ahead toward relaxation of anti-epidemic rules. For example, it keeps optimising quarantine arrangements, such as switching off the flight circuit-breaker and replacing nucleic acid testing prior to boarding a flight with rapid test, etc. At the same time, in order to encourage vaccination, it expands the coverage of the Vaccine Pass to include children aged 5 or older starting from Friday.
